The international system tended towards equilibrium and self-correction, as states sought to balance each other’s economic or military strength; an echo of the world of Newtonian Mechanics. But today, a defining feature of our world is the tendency towards imbalance and asymmetry, mirroring the world of Quantum Mechanics.”
