Background Paper / Innovación, Sustentabilidad, Desarrollo e Inclusión Social: Lecciones desde América Latina

El presente manuscrito es uno de una serie de documentos de trabajo relacionados con experiencias regionales sobre ideas propuestas por el Nuevo Manifiesto del Centro STEPS de la Universidad de Sussex en el Reino Unido, luego de discusiones de mesa redonda llevadas a cabo en Venezuela, Argentina y Colombia en 2010.

El artículo presenta una breve discusión del contexto heterogéneo y de la historia de la región latinoamericana, con un enfoque específico en las políticas e instituciones CTI (Ciencia, Tecnología e Innovación), así como del reto muy particular de vincular eficazmente la CTI a las necesidades sociales. Destaca la importante contribución histórica de la Escuela Latinoamericana de Ciencia, Tecnología y Desarrollo, y la relevancia y sinergias de las ideas presentadas por ésta y por los investigadores de la América Latina contemporánea en lo pertinente a las ‘3D’ del Nuevo Manifiesto. El artículo documenta algunos ejemplos – de las esferas de la sociedad pública, privada y civil – de las actuales iniciativas latinoamericanas que ilustran los esfuerzos regionales para desarrollar, de diferentes formas, una agenda de innovación 3D, y para construir e implementar las diferentes ‘Áreas de Acción’ del Nuevo Manifiesto. El artículo cuestiona, además, el peso relativo de estos esfuerzos, comparándolos con prioridades convencionales de competitividad y crecimiento, y resalta algunos de los obstáculos para el logro de las metas 3D. En particular, subraya las persistentes desigualdades sociales y económicas, los problemas de resistencia institucional y política al cambio, y el papel de las relaciones de poder (en diferentes niveles) para establecer directrices de ciencia, tecnología e innovación, y de políticas CTI, como temas que ameritan una mayor exploración en el futuro.

Report: New Models of Technology Assessment for Development

The report builds on work previously conducted as part of the Manifesto and research carried out during the first phase of the STEPS Centre.

It explores the role that ‘new models’ of technology assessment can play in improving the lives of poor and vulnerable populations in the developing world. The ‘new models’ addressed here combine citizen and decision-maker participation with technical expertise. They are virtual and networked rather than being based in a single office of technology assessment (as was the case in the United States in the 1970s-90s). They are flexible enough to address issues across disciplines and are increasingly transnational or global in their reach and scope.
